Bulletin summary

We have approved amendments to the Toronto and Region Assessment Report and CTC (Credit Valley, Toronto and Region, Central Lake Ontario) Source Protection Plan. The amendments update the protection area around the Aurora drinking water system in the Town of Aurora, Township of King, City of Richmond Hill, within York Region.

Why consultation isn't required

This notice advises the public that the Minister of the Environment, Conservation and Parks has approved these in accordance with section 34 of the Clean Water Act, 2006:

  • the amended assessment report for the Toronto and Region Source Protection Area
  • the source protection plan for the CTC Source Protection Region

This information notice is required under section 30 of the Clean Water Act, 2006 and is for information only.

The Toronto Region Source Protection Authority, as the lead authority for the CTC Source Protection Region, consulted with the public and other stakeholders on these amendments. Please see the “Other Public Consultation Opportunities” section of this notice below for details.

Bulletin details

The Ontario government is committed to protecting our lakes, waterways and groundwater supply, now and for future generations. To ensure that the quality of Ontario’s municipal drinking water sources continue to be protected in York Region, the Minister has approved amendments to the Toronto Region Assessment Report and the CTC Source Protection Plan. These amendments were recommended by the Toronto Region Conservation Authority, the lead source protection authority for the CTC Source Protection Region.

These changes enhance protections for sources of drinking water by ensuring that water quality and quantity policies and protections are based on current science and modeling.

Working with our partners, our strong protection framework will continue to help ensure Ontario’s drinking water is held to high safety standards and that sources of drinking water in the province are protected for future generations.

Amendments to the assessment report and source protection plan

The Toronto and Region Source Protection Authority prepared the amendments to help further protect sources of drinking water.

The amendments include an expanded and revised water quality protection area around the new and existing wells of the Aurora drinking water system.

The source protection authority completed the amendments in accordance with the legislative and regulatory requirements set out in the Clean Water Act, 2006 and Ontario Regulation 287/07 (General).

These amendments take effect upon this posting of the approval.

Other public consultation opportunities:

The Toronto Region Source Protection Authority held consultations while the amendments were being developed. They invited comments from:

  • the public
  • implementing bodies affected by changes to the protection zones, including the provincial government and local municipalities
  • the Ministry of the Environment, Conservation and Parks

The source protection authority also held public consultation on the proposed amendments from January 19 to February 20, 2020.

The Clean Water Act, 2006 General Regulation 287/07 requires the source protection committee to send a notice to the chief of the band if any part of a First Nation reserve in located in the area affected by the proposed plan amendments. There are no First Nations communities located in the Toronto and Region Source Protection Area.

The source protection authority considered comments from the Ministry of the Environment, Conservation and Parks and made appropriate revisions. There were no comments received from the public, other ministries or other stakeholders.

The Minister has concluded that the legislative and regulatory requirements under the Clean Water Act, 2006 have been met.
