Decision details
As decision was made on April 11, 2023 to approve, with sixty-one (61) modifications, the City of Peterborough new official plan adopted pursuant to sections 17 and 26 of the Planning Act by By-law 21-105. Notice of the decision was provided to the City on April 11, 2023.
The adopted official plan was reviewed for consistency with provincial plans and policies and have regard for matters of provincial interests as outlined in the Planning Act.
The sixty-one (61) modifications to the official plan have been made to the official plan to address provincial policy direction related to growth management, housing supply, cultural heritage resources, land use compatibility and the protection of natural heritage features and drinking water.
The City of Peterborough’s new official plan, as approved, outlines a comprehensive land use policy framework to guide growth and development within the city to the year 2051, including policies and schedules related to housing; planning for employment and infrastructure; environmental and agricultural protection; and public health and safety, among other matters.
Pursuant to subsections 17(36.5) and (38.1) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding an official plan adopted in accordance with section 26 is final and not subject to appeal. Accordingly, the new City of Peterborough Official Plan, as approved with modifications by the Minister, came into effect on April 11, 2023.
The new official plan applies to all lands within the City of Peterborough.
Effects of consultation
Public comments received by the Ministry were predominantly focused on growth management in the new official plan and one comment concerning inadequate protection of provincially significant wetlands.
Comments received resulted in a series of modifications to the Rural Transitional Area designation policies, to allow urban development within the 2051 horizon of the plan.
A further modification was made as a result of a comment received, which removed the eight-storey height limitation in the Downtown Core Designation.
All comments reviewed were taken into consideration, prior to a decision being made.

Original proposal
Proposal details
The City of Peterborough adopted the proposed official plan on November 29, 2021 by By-law No. 21-105. The plan will replace the existing Official Plan which has been in place since 1981. The plan will provide guidance and direction for development and planning decisions within the City to the 2051 planning horizon. The proposed plan will be reviewed for consistency with the Provincial Policy Statement, 2020, conformity with the Growth Plan for the Greater Golden Horseshoe, 2020 and matters of provincial interest, as expressed in the Planning Act. This includes the protection of natural heritage systems, conservation and management of natural resources, supply of affordable housing, efficient land use, conservation of energy and water, climate change mitigation and adaptation, among other interests. The proposed official plan is a result of the City of Peterborough’s review of its current plan, as required under section 26 of the Planning Act.
The adopted official plan has been forwarded to the Ministry of Municipal Affairs and Housing by the City of Peterborough for a decision. Pursuant to subsections 17(36.5) and (38.1) and subsection 21(3) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding an official plan adopted in accordance with section 26 is final and not subject to appeal.
