Bill 84 (Fewer Fees, Better Services Act, 2022) received Royal Assent on March 4, 2022.

Bulletin summary

The Associate Minister of Small Business and Red Tape Reduction, Ministry of Economic Development, Job Creation and Trade, introduced the Fewer Fees, Better Services Act, 2022, to benefit businesses, non-profits, and people - providing greater economic certainty, confidence and stability as Ontario emerges from the COVID-19 pandemic.

Why consultation isn't required

The proposed Fewer Fees, Better Services Act, 2022 is a package of legislative changes led by the Associate Minister of Small Business and Red Tape Reduction.

Proposed amendments within the bill are from eight ministries that are responsible for evaluating their individual legislative proposals and amendments against the public consultation requirements of the Environmental Bill of Rights (EBR).

All the proposed amendments to Acts listed on this notice, as well as the proposals to enact two new statutes, have been identified as not having significant impact on the environment.

There are proposals in this Bill that do not have significant impact on the environment but may impact businesses. Opportunities to comment on these additional proposals are available on Ontario’s Regulatory Registry.

Bulletin details

The amendments contained in the proposed Fewer Fees, Better Services Act, 2022 will focus on reducing red tape and helping to build a more efficient Ontario for people and businesses emerging from effects of the COVID -19 pandemic.

This package includes amendments to nine Acts:

  1. Child, Youth and Family Services Act, 2017
  2. Fiscal Sustainability, Transparency and Accountability Act, 2019
  3. Highway 407 East Act, 2012
  4. Highway Traffic Act, 1990
  5. Laurentian University of Sudbury Act, 1960
  6. Licence Appeal Tribunal Act, 1999
  7. Liquor Licence and Control Act, 2019
  8. Mining Act, 1990
  9. Ministry of Infrastructure Act, 2011

Out of the nine individual Acts, ministries have determined no amendments to their individual legislation may result in having an environmental impact.

In addition to amendments to existing Acts, the proposed Fewer Fees, Better Services Act, 2022 introduces two new Acts:

  1. Building Ontario Businesses Initiatives Act, 2022
  2. At Your Service Act, 2022
