Decision details
A decision was made on August 15th, 2025 to approve with two (2) modifications the City of Toronto Official Plan Amendment 524 adopted pursuant to section 17 of the Planning Act by By-law 47-2022. Notice of this decision was issued on August 15th, 2025 to the City of Toronto.
The adopted Official Plan Amendment 524 was reviewed for consistency with provincial policies and regard for matters of provincial interest set out in the Planning Act.
Official Plan Amendment 524 implements the policies of the Provincial Planning Statement, 2024 and meets the protected major transit station area requirements of the Planning Act. Official Plan Amendment 524 plans for sixteen (16) protected major transit station areas.
The Minister made 2 technical modifications to remove overarching policies for transit station areas across the City. These policies were added to OPA 540 through a Minister's modification.
Pursuant to subsections 17(36.1.4) and (38.1) of the Planning Act, this decision is final and not subject to appeal with respect to policies that:
- Identify a protected major transit station area, in accordance with subsection 16(15) or (16) of the Act, including any changes to those policies.
- Are described in clauses 16(15) (a), (b) or (c) or (16) (a) or (b) of the Act with respect to a protected major transit station area.
- Are in a lower-tier municipality’s official plan that are described in subclause 16(16) (b) (i) or (ii) of the Act.
- Identify the maximum densities that are authorized with respect to buildings and structures on lands in a protected major transit station area.
- Identify the minimum or maximum heights that are authorized with respect to buildings and structures on lands in a protected major transit station area.
Accordingly, the above-noted policies in the City of Toronto Official Plan Amendment 524, as approved by the Minister, came into effect on August 15th, 2025.
Effects of consultation
Public comments received by the Ministry were predominantly focused on minimum density requirements, station delineations, and land use designations in Official Plan Amendment 524.
All comments reviewed were taken into consideration, prior to a decision being made.

On February 2, 2022, the City of Toronto adopted Official Plan Amendment 524 pursuant to section 17 of the Planning Act by By-law 47-2022. Official Plan Amendment 524 is now before the Minister of Municipal Affairs and Housing for a decision under the Planning Act.
Official Plan Amendment 524 seeks to establish sixteen Protected Major Transit Station Areas in accordance with Section 16(16) of the Planning Act and in conformity with A Place to Grow: The Growth Plan for the Greater Golden Horseshoe.
