Decision details

A decision was made on September 2, 2025 to approve, with six modifications, Toronto Official Plan Amendment 583 adopted pursuant to sections 17 and 26 of the Planning Act by By-law 580-2022. Notice of this decision was issued on September 2, 2025 to the City of Toronto. 

The adopted Official Plan Amendment 583 was reviewed for consistency with provincial plans and policies and regard for matters of provincial interest set out in the Planning Act.  

Official Plan Amendment 583 implements the policies of the Provincial Planning Statement, 2024. Official Plan Amendment 583 proposes policy and mapping updates on environmental matters. Six modifications have been made by the Minister to ensure that Official Plan Amendment 583 is consistent with the policies of the Provincial Planning Statement, 2024 and complies with applicable legislation. 

Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, Official Plan Amendment 583, as modified and approved by the Minister, came into effect on September 3, 2025.

Effects of consultation

As a result of public consultation on Official Plan Amendment 583, the Ministry received a total of two comments through the Environmental Registry of Ontario, and one additional comment through email to the Ministry. 

The comments received through the public consultation process were related to environmental policies, mapping, and site-specific requests.  

All comments reviewed were taken into consideration, prior to a decision being made.

Proposal details

On June 16, 2022, the City of Toronto adopted Official Plan Amendment 583 pursuant to sections 26 and 17 of the Planning Act by By-law 580-2022. This amendment is now before the Minister of Municipal Affairs and Housing for a decision under the Planning Act.

Official Plan Amendment 538 contains new and updated policies on environmental protection, water resources and climate change. It also includes new and revised maps on these themes including the City’s Natural Heritage System, Water Resources Systems and Environmentally Significant Areas.

If approved, Official Plan Amendment 583 would apply to all lands within the City of Toronto.
