Since the habitat loss is permanent, an equal response should be permanent protection for some portion of habitat elsewhere. And there should be a multiplier used of 2 or 3 times the loss. Reestablishing or enhancing habitat is difficult to achieve.

Why not get a bunch of experts and collect as many of the snakes as possible and relocate them. I know the government has never said no to any development - we just thoughtlessly kill species who have been evolving for million of years, maybe try saying no for once.
The Butler’s Gartersnake is facing extinction. No economic development is more important than a species. Are there plans by NextStar Energy, Inc to preserve Butler’s Gartersnake habitat elsewhere that is at least equally suitable and perhaps two or three times the area being disturbed?
