Decision details

A decision was made on August 15th, 2025 to approve the City of Toronto Official Plan Amendment 537 adopted in accordance with section 26 of the Planning Act by By-law 1107-2022 without modification. Notice of this decision was issued on August 15th, 2025 to the City of Toronto. 

The adopted Official Plan Amendment 537 was reviewed for consistency with provincial policies and regard for matters of provincial interest set out in the Planning Act. 

Official Plan Amendment 537 implements the policies of the Provincial Planning Statement, 2024 and meets the protected major transit station area requirements of the Planning Act. Official Plan Amendment 537 includes the Keele-St. Clair Secondary Plan and delineates and plans for a protected major transit station area.  

Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, the City of Toronto Official Plan Amendment 537, as approved by the Minister, came into effect on August 15th, 2025.

Public comments received by the Ministry were predominantly focused on minimum density requirements, station delineations, land use designations, policy rewording and employment area conversions in Official Plan Amendment 537.

Proposal details

On July 22, 2022, the City of Toronto adopted Official Plan Amendment 537 pursuant to sections 26 and 17 of the Planning Act by By-law 1107-2022. This amendment, also known as the Keele-St. Clair Secondary Plan, is now before the Minister of Municipal Affairs and Housing for a decision under the Planning Act.

Official Plan Amendment 537 contains new policies and land use schedules to guide development surrounding the planned St. Clair-Old Weston Transit Station in Toronto. These include the delineation and establishment of minimum density targets for a Protected Major Transit Station Area, new land use and transportation maps, as well as policies related to employment, affordable housing and public realm.

If approved, Official Plan Amendment 537 will apply to the Keele-St. Clair Secondary Plan Area in the City of Toronto.
