A decision was made on August 15th, 2025 to approve in part, with 1 modification, the City of Toronto Official Plan Amendment 544 adopted in accordance with section 26 of the Planning Act by By-law 845-2022. Notice of this decision was issued on August 15th, 2025 to the City of Toronto.
The adopted Official Plan Amendment 544 was reviewed for consistency with provincial policies and regard for matters of provincial interest set out in the Planning Act.
Official Plan Amendment 544 implements the policies of the Provincial Planning Statement, 2024 and meets the protected major transit station area requirements of the Planning Act. Official Plan Amendment 544, as approved, sets out new policies for transit station areas and delineates and plans for nine (9) protected major transit station areas and major transit station areas. The Minister approved lower minimum density targets for these station areas in accordance with provincial policies.
A decision was withheld by the Minister on the Rouge Hill major transit station area.
1 modification has been made by the Minister to ensure consistency with provincial policies.
Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, the City of Toronto Official Plan Amendment 544, as modified and approved by the Minister, came into effect on August 15th, 2025.
Effects of consultation
Public comments received by the Ministry were predominantly focused on minimum density requirements, station delineations, and land use designations in Official Plan Amendment 544.
All comments reviewed were taken into consideration, prior to a decision being made.

On July 22, 2022, the City of Toronto adopted Official Plan Amendment 544 pursuant to sections 17 and 26 of the Planning Act by By-law 845-2022. Official Plan Amendment 544 is now before the Minister of Municipal Affairs and Housing for a decision under the Planning Act.
Official Plan Amendment 544 seeks to establish six Protected Major Transit Station Areas in accordance with Section 16(16) of the Planning Act in addition to four Major Transit Station Areas in conformity with A Place to Grow: The Growth Plan for the Greater Golden Horseshoe.
