Decision details
A decision was made on May 13, 2024 to approve Haldimand County Official Plan Amendment 69 adopted pursuant to sections 17 and 26 of the Planning Act by By-law 1320-HC/22. Notice of this decision was issued on May 13, 2024 to Haldimand County.
The adopted official plan amendment was reviewed for consistency with provincial plans and policies and regard for matters of provincial interest set out in the Planning Act.
Haldimand County Official Plan Amendment 69 implements the policies of the Provincial Policy Statement and A Place to Grow: Growth Plan for the Greater Golden Horseshoe. Official Plan Amendment 69 proposes amendments across a number of the policy themes/sections, including natural heritage, affordable housing, and mineral aggregates, as well as mapping changes to land use designations.
Seventy-eight (78) modifications have been made by the Minister to ensure that the Official Plan Amendment is consistent with the policies of the Provincial Policy Statement, 2020, conform with A Place to Grow: Growth Plan for the Greater Golden Horseshoe, and comply with applicable legislation.
Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, Haldimand County Official Plan Amendment 69, as modified and approved by the Minister, came into effect on May 13, 2024.
Effects of consultation
As a result of public consultation on adopted Haldimand County Official Plan Amendment 69, the Ministry received a total of three (3) comments through the Environmental Registry of Ontario, and one (1) additional comment through email to Ministry staff.
The comments received through the public consultation process were related to natural heritage protection, settlement area boundary expansion, and site-specific land use redesignations.
All comments reviewed were taken into consideration, prior to a decision being made.

On August 30, 2022, Haldimand County adopted Official Plan Amendment 69 by By-law 1320-HC/22. Official Plan Amendment 69 is now before the Minister of Municipal Affairs and Housing for a decision in accordance with sections 17 and 26 of the Planning Act.
Official Plan Amendment 69 proposes to implement the policies of the Provincial Policy Statement and A Place to Grow: Growth Plan for the Greater Golden Horseshoe. Official Plan Amendment 69 proposes amendments across a number of the policy themes/sections, including natural heritage, affordable housing, and mineral aggregates, as well as mapping changes to land use designations.
If approved, the policy and mapping changes of Official Plan Amendment 69 would apply across Haldimand County.
