Decision details

The waste disposal site is a 0.2-hectare waste disposal site (transfer/processing) to be used for receipt of up-to a maximum of 1,130 normalized cubic metres per hour of biogas originating from anaerobic digestion of source separated organic waste from a municipal collection program and upgrading the biogas into Renewable Natural Gas for injection into natural gas distribution infrastructure, encompassing the following equipment and systems:

  • one (1) biogas upgrading facility,
  • one (1) flare and one (1) Passive Gas Management System consisting of eight (8) perforated collection pipes,
  • four (4) beneath the Biogas Upgrading System Facility and four (4) beneath the Renewable Natural Gas injection station to manage potential subsurface migration and accumulation of gas from the existing landfill,
  • exhausting to the atmosphere through four (4) turbine ventilators at both the Biogas Upgrading System and the Injection Station.

The waste disposal site will only accept the Biogas generated at the Disco Road Waste Management Facility. The Owner will receive and process the Biogas at the Site 24/7, 365 days per year.

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  1. is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
  2. could the decision you wish to appeal result in significant harm to the environment?

Proposal details

This proposal is for a new Environmental Compliance Approval for Enbridge Gas Inc. for a Biomethane Upgrading System, at the existing Disco Road Organics Processing Facility, located at 120 Disco Road in Toronto, Ontario.

The City of Toronto operates an anaerobic digester to process source separated organic material at the Disco Road Organic Processing Facility and produces biogas. The proposed Enbridge Gas Inc. Biomethane Upgrading System will:

  • increase the methane content of this biogas
  • convert it to renewable natural gas that will be added to Enbridge's distribution infrastructure

The facility will receive up to 1,180 normalized cubic metres per hour of biogas.

The hours of operation will be 24 hours per day, 7 days per week.
