Proposal details
This proposal is to amend Environmental Compliance Approval (waste disposal site) No. 3686-9HBJEL for Best Blasting Mats Inc. The company is a waste processing facility (non-hazardous) that manufactures blasting mats from used tires. The facility is on a site 0.80 hectares in area located at 500 Salter Street in the Municipality of West Nipissing, Ontario.
The facility accepts used tires from Canada. Processes at the facility include cutting, punching and threading the tires to create blasting mats and side walls.
The amendment seeks:
- to revise the maximum quantity of used tires received to 100 tonnes per day with an on-site storage capacity of 2,500 tonnes
- a change to hours of operation from 7 a.m. to 7 p.m., Monday to Saturday, excluding statutory holidays
The following changes are proposed:
- Revise the maximum amount of used tires received at the site to 100 tonnes per day. The design of the storage areas for the used tires have taken account the Ontario Fire Code requirements and have been approved by the West Nipissing Fire & Emergency Services.
- Revise the total amount of used tires and processed tires on-site at any one time to 2,500 tonnes. The design of the storage areas for the used and processed tires have taken account the Ontario Fire Code requirements and have been approved by the West Nipissing Fire & Emergency Services.
- Revise the maximum storage time of unusable tire pieces to six months.
- Revise the hours of operation to Monday to Saturday from 7: 00 a.m. to 7: 00 p.m. and excludes statutory holidays. This change in operating hours has considered the requirements of Noise By-Law No. 1999/75.
- Allow for security features, such as barriers (sea-containers) or natural features (ditches, forested areas, etc.) to secure the site perimeter.
- Allow for daily visual inspections and weekly detailed inspections.
