Ontario is committed to protecting drinking water and water resources in the province, now and for future generations.
Following a 45-day public consultation period on the Environmental Registry of Ontario and Regulatory Registry, we made changes to the “Procedure for Corrective Actions for Systems not Using Chlorine”. The revised document will better aid owners and operators of non-municipal drinking water systems by ensuring this procedure is up-to-date and easy to follow.
Specifically, we made changes to:
- simplify language to make the procedure easier to read and follow for drinking water system owners and operators
- eliminate repetition and outlining a clear step-by-step process to reduce user confusion
- add diagrams to provide better guidance to drinking water system owner and operators
Effects of consultation
We gathered input on this proposal through:
- the Environmental Registry of Ontario
- emails submitted by the regulated community
As the result of the feedback received during consultations, we made some changes to the original proposal, including:
- relocating certain pieces of information for better information flow
- clarifying some of the temporary disinfection steps
These changes help provide greater clarity on certain sections of the “Procedure for Corrective Actions for Systems not Using Chlorine.

Original proposal
Proposal details
We are proposing changes the “Procedure for Corrective Action for Systems not Currently Using Chlorine” document referenced by the drinking water systems regulation (Ontario Regulation 170/03) under the Safe Drinking Water Act, 2002. These changes will reflect current best practices in a more user-friendly format to support water system operators and owners.
Description of Policy
Non-municipal drinking water systems that do not use chlorine to disinfect water are required to follow the “Procedure for Corrective Action for Systems not Currently Using Chlorine” when they have an adverse microbiological test result such as E. coli or total coliform.
The updated procedure will help owners and operators of these drinking water systems to properly carry out the necessary corrective actions to keep their water clean and safe to drink.
Proposed Policy Changes
The Procedure for Corrective Action for Systems not Currently Using Chlorine will be updated to:
- use clear language and diagrams to make it easier to read and follow.
- outline a clear step-by-step process
- include the most current industry information and best practices
- eliminate repetition
