Decision details

The changes to the site plan for ARA Licence No. 6530 were approved by the Regional Director on 25 January 2023.

The approval allows Roc Terra Management Inc. to revise the rehabilitation plan to fill the site to pre-existing grade and permit the importation of excess soils.

Effects of consultation

One (1) comment was received in response to the Environmental Registry notice regarding contaminating the aquifer by using road or highway construction material as fill. The proponent has addressed all comments.

One (1) comment was received through the ARA consultation process.

The concerns were related to contamination of the drinking water, increased truck traffic degrading the local roadway and no municipal or regional contact.

The concerns were addressed by providing additional information:

  • Importation of excess soil to a licenced aggregate site must be done in accordance with O. Reg. 244/97. Soil placed below the water table must meet the quality standards and the leachate screening levels as set out in Ministry of the Environment Conservation and Parks Rules for Soil Management and Excess Soil Quality Standards. Conditions have been added to the site plan to reflect this.
  • McCowan Road is an arterial road and the existing approved haul route for the existing gravel pit operation. This road is appropriate for the continued use of the operation.
