Decision details

The ministry has issued a new Environmental Compliance Approval (industrial sewage) to Lafarge Canada Inc., for the establishment of sewage works, in support of a proposed McGill Pit (Bennett Road Pit) industrial wastewater development; for the collection, treatment and disposal of discharge water from the McGill Pit located on a land legally described as part of Lot 4, Concession 5, and Lots 3 to 5, Concession 6, in the Geographic Township of South Gower, North Grenville, United Counties of Leeds and Grenville, Ontario.

The sewage works include:

  • an aggregate wash plant
  • on-site ditches, and
  • two stormwater management ponds

The stormwater management pond discharge to the South Gower Wetland upstream of the culvert that crosses South Gower Drive, approximately 700 metres south of Kennedy Road; within the Kemptville Creek Subwatershed and Rideau Valley Watershed. The aggregate wash plant will be operated without off-site discharges.

The ministry has imposed effluent monitoring and reporting requirements.

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  1. is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
  2. could the decision you wish to appeal result in significant harm to the environment?
