Why consultation isn't required
The proposed Less Red Tape, Stronger Economy Act, 2023 is a package of legislative changes led by the Minister of Red Tape Reduction.
Proposed amendments within the bill are from ten (10) ministries that are responsible for evaluating their individual legislative proposals and amendments against the public consultation requirements of the EBR. Where there is potential for an environmental impact, the responsible ministry has completed a proposal notice to which it has been posted on the environmental registry.

There are proposals in this Bill that do not have significant impact on the environment but may impact businesses. Opportunities to comment on these additional proposals are available on Ontario’s Regulatory Registry.

The Ministry or Red Tape Reduction has proposed an Act to modernize and update legislation to pave the way for better services, help Ontario businesses grow, and save Ontarians time. The proposed amendments in this act are reflective of modern technology, and current best practices. This Bill includes 43 Acts that will be affected:

Out of the 43 individual Acts, one ministry has determined amendments to their individual legislations may result in environmental impact and have posted proposal notices on the Environmental Registry. This bulletin notice contains an index of these proposal notices for informational purposes only.
In addition to amendments to existing Acts, the proposed Less Red Tape, Stronger Economy Act, 2023 introduces two new Acts: the International Recovery of Child Support and Family Maintenance Convention Act, 2023; and, the Protecting Farmers from Non-Payment Act, 2023 (Regulating Agricultural Product Dealers and Storage Operators).

Title of notice: Proposed changes to the OGSRA to regulate projects to test or demonstrate new or innovative activities, such as geologic carbon storage, and to safeguard people and the environment
Summary of amendment(s): Amendments are proposed to the Oil, Gas and Salt Resources Act to create an authorization process for special projects to test or demonstrate new activities, such as carbon storage. Changes would also enhance measures to safeguard people and the environment. If approved, changes would support related technological innovation in Ontario.
