Decision details
A decision was made on October 9, 2024 to approve, with five (5) modifications, Official Plan Amendment 12 to the County of Dufferin Official Plan adopted pursuant to section 17 and 26 of the Planning Act by By-law 2023-25. Notice of this Decision was issued on October 9, 2024 to the County of Dufferin.
Official Plan Amendment 2 implements the population and employment forecasts set out in Schedule 3 of A Place to Grow: Growth Plan for the Greater Golden Horseshoe to the year 2051. Official Plan Amendment 2 also sets intensification targets and allocates land for residential, commercial and employment needs to the County’s lower tier municipalities in, keeping with the County’s Land Needs Assessment. Official Plan Amendment 2 applies to all lands within the County of Dufferin.
The adopted Official Plan Amendment was reviewed for consistency with the Provincial Policy Statement (PPS), conformity with A place to Grow: Growth Plan for the Greater Golden Horseshoe, and regards for matters of provincial interests set out in the Planning Act.
There are five (5) modifications to Official Plan Amendment 2. Modifications 1-3 clarify the population forecast and distribution, as well as correct labelling inaccuracies in one of the tables presented. Modifications 4-5 strengthen the policy requirement for lower tier municipalities to meet growth and intensification targets set by the county.
Effects of consultation
A total of 16 submissions were received, and four (4) comments were submitted directly to the Ministry. The comments received for Official Plan Amendment 2 were related to the following issues:
Site-specific redesignation requests - These requests were based on land supply maps which were included as supporting materials but are not part of the actual amendment. These site-specific requests will be reviewed in Official Plan Amendment 3 which deals with mapping changes to the county’s Official Plan schedules.
Lack of clarity regarding the employment land needs identified by the county in both the amendment and the supporting Land Needs Assessment (LNA) report. Employment lands will be reviewed in land use schedules in Official Plan Amendment 3.
The intensification targets set by the county and an assertion that more residential land is needed to accommodate the forecasted growth beyond the lands that are proposed to be added through the Settlement Area Boundary Expansion in Official Plan Amendment 3.

How to Appeal
Appeals are not allowed
Pursuant to subsection 17(36.5) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding Official Plan Amendment 12, adopted in accordance with sections 17 and 26 of the Planning Act, is final and not subject to appeal.

Official Plan Amendment No. 2 was adopted by Dufferin County Council on April 13th, 2023, by By-law No. 2023-25. The Official Plan Amendment is now before the Minister of Municipal Affairs and Housing for a decision in accordance with Sections 17 and 26 of the Planning Act.
Official Plan Amendment No. 2 is Phase 1 of the County’s municipal comprehensive review.
Official Plan Amendment No. 2 proposes to implement the population and employment forecasts set out in Schedule 3 of A Place to Grow: Growth Plan for the Greater Golden Horseshoe to the year 2051. Official Plan Amendment No. 2 also sets intensification targets and allocates land for residential, commercial and employment needs to the County’s lower tier municipalities in, keeping with the County’s Land Needs Assessment.
If approved, the population and employment forecasts and allocations of Official Plan Amendment No. 2 would apply across Dufferin County.
