An amended Environmental Compliance Approval was issued to Lake Shore Gold Corp., for approval of the existing and new works for the collection and temporary storage of domestic sewage, the existing effluent treatment facility/stormwater management system, including a physical-chemical effluent treatment system with a rated capacity of 5,500 cubic metres/day, discharging treated effluent to the Tatachikapika River and the existing works for the treatment of sanitary sewage and subsurface disposal of treated effluent rated at a total maximum daily flow of 62.58 cubic metres/day, to support Timmins West Mine mining activities, located at 8215 Highway 101 West, Bristol Township, City of Timmins, District of Cochrane.
The approved works consist of:
- one new approximately 3,785 litres above ground holding tank to service the security gatehouse trailer, and
- one existing approximately 6,570 litres underground holding tank to service the Paste Backfill Plant

Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice

- decision that you wish to appeal

Proposal details
The proposal is for a new Environmental Compliance Approval for industrial sewage treatment works, serving Lake Shore Gold Corp., located at 8215 Highway 101 West in Timmins.
The proposed sewage system at the security gatehouse will consist of one 1,000 US gallon freshwater holding tank and one 1,000 US gallon sewage holding tank to be located on the East side of the security gatehouse trailer to service the water closet attached to the trailer.
The sewage holding tank at the Paste Backfill Plant is a 2,000 US gallon sewage holding tank that is buried and located on the west side of the main building to service the water closet attached to the Paste Plant.
The sewage holding tanks will be pumped by a contracted service provider on a regular schedule and transported to an approved off-site sewage management facility.
