Stelco Inc. - Environmental Compliance Approval (air)

This proposal is for an Environmental Compliance Approval with Limited Operational Flexibility (Air & Noise) which replaces all the current Environmental Compliance Approvals for Air & Noise at this facility for all emissions from Stelco Inc., an integrated iron and steel mill producing flat rolled steel coil, located in Haldimand County, Ontario. The application includes all sources at the facility, including boilers, coke oven batteries, by-product recovery plant, blast furnaces, slab caster, pig caster and other ancillary equipment. Emissions to the air from this facility includes:

• ferric oxide,
• nitrogen oxides,
• manganese,
• metallic iron,
• naphthalene,
• nickel,
• benzene,
• benzo(a)pyrene,
• suspended particulate matter (SPM),
• total reduced sulphur, and
• carbon monoxide.

The Environmental Compliance Approval with Limited Operational Flexibility (Air & Noise), when issued permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (Air & Noise). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
