Why consultation isn't required
The proposed Cutting Red Tape to Build More Homes Act, 2024 is a package of legislative changes led by the Ministry of Red Tape Reduction.
Proposed amendments within the bill are from 8 (eight) ministries that are responsible for evaluating their individual legislative proposals and amendments against the public consultation requirements of the EBR. Where there is potential for an environmental impact, the responsible ministry has completed a proposal notice to which it has been posted on the environmental registry.

There are proposals in this Bill that do not have significant impact on the environment but may impact businesses. Opportunities to comment on these additional proposals are available on Ontario’s Regulatory Registry.
Bulletin details
The Ministry of Red Tape Reduction has proposed an Act to reduce red tape which is a significant barrier to productivity, economic development, as well as domestic and international growth. The Act, if approved, would establish measures intended to build on the government’s previous actions to cut red tape with a variety of measures that will save people and businesses time and money, including by:
- improving how people and businesses access government services;
- streamlining municipal approvals and reducing costs to build more homes;
- prioritizing infrastructure for housing projects that are ready to go;
- enhancing consultation tools while providing certainty once a decision is made, and
- building homes faster for more people.
This Bill includes proposed amendments to 15 Acts:

- Arts Council Act
- Building Opportunities in the Skilled Trades Act, 2021
- City of Toronto Act, 2006
- Coroners Act
- Development Charges Act, 1997
- Hazel McCallion Act (Peel Dissolution), 2023

- Municipal Act, 2001
- Niagara Parks Act
- Ontario Energy Board Act, 1998
- Planning Act
- Poet Laureate of Ontario Act (In Memory of Gord Downie), 2019
- Redeemer Reformed Christian College Act, 1998
- Université de Hearst Act, 2021

Act: Ontario Energy Board Act, 1998 (OEBA)
Title of notice: Proposed Amendments to the Ontario Energy Board Act, 1998 and associated regulations to modernize leave-to-construct approvals for pipeline relocation or reconstruction projects to build transit and housing faster.
Summary of amendment(s): Subsection 90 (2) of the OEBA is repealed and a new subsection 90 (2) is substituted, which provides authority to specify conditions in regulation for when leave-to-construct approval is required for pipeline relocation or reconstruction projects.
