Halton Chemical Inc. - Environmental Compliance Approval (air)

This proposal is for an amendment to the Limited Operational Flexibility for an Environmental Compliance Approval (air & noise) No. 6504-9KBL97 for Halton Chemical Inc., a facility that manufacturers chemical blends using bulk solvents and resin solids, located in the City of Burlington, Ontario.

The emission sources from the manufacturing and associated processes that discharge to the air include emission collection system exhausts and tank farm vents. The amendment includes renewing the Limited Operational Flexibility, adding a mixing vessel, updating the chemical ingredients used in production recipes, upgrading the exhaust parameters for the emission collection system, and updating the facility production limit to 18.7 million litres per year. Emissions to the air from this facility include:

• ethyl benzene
• toluene
• hexane
• isopropyl alcohol
• mineral spirits, and
• xylenes

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
