This proposal is for the renewal of the Limited Operational Flexibility for an Environmental Compliance Approval (air & noise) No. 1357-9SYQ4B for Nalco Canada ULC, the facility manufactures water treatment chemicals for boiler treatment and cooling tower treatment, as well as pulp and paper process treatment located in the City of Burlington, Ontario.

The emission sources from the manufacturing and associated processes that discharge to the air include chemical manufacturing blenders, scrubbers, storage tanks for materials used onsite, production loading operations, natural gas-fired combustion units, quality control laboratories and maintenance welding operations. Emissions to the air from this facility include:

  • ethanol
  • naphthalene
  • methanol
  • particulate matter, and
  • products of combustion such as nitrogen oxides

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
