Decision details
The changes to the site plan for ARA Licence No. 603504 were approved by the Director on October 30th,2025.
The approval allows QBJR Aggregates Inc. to amend the current site plan to allow the importation of 5,670,000 m3 of excess soils for the purpose of rehabilitation and modify the final rehabilitated landform, including final side slopes and elevations, to restore the site to existing grades.

Effects of consultation
No (0) comments were received in response to the Environmental Registry notice.
Fourteen (14) comments were received through the ARA consultation process.
The MNR had three (comments), Township of Ramara had one (1) comment, and members of the public had ten (10)
- The concerns were related to:
- Details on vegetation species and monitoring for rehabilitation
- Clarification on existing haul routes used to import excess soils
- Volume calculations for the total amount of request
- Confirmation of soil testing as per O.Reg 406/19
- Truck traffic, noise and dust
- Filling in what was understood at final surrender to be a small lake.
- Protection of private wells and groundwater quality and quantity
- Adequacy of regulations and oversight in soil monitoring
- Involvement of the Resident Liaison Committee and transparency with neighbours.
The concerns were addressed by providing additional information and revisions to the site plan.

Public consultation opportunities
The proposed request for this licence is being circulated within the Ministry of Natural Resources and Forestry. Additionally, notification of this application has been forwarded to the Township of Ramara, Simcoe County, Ministry of the Environment, Conservation and Parks (MECP), Landowners within 120 metres of the site, Resident Liaison Committee and all parties and participants to OMB File No. M010056 for comment.
