This proposal is for an amendment to the Limited Operational Flexibility for an Environmental Compliance Approval (Air & Noise) No. 6658-AR6R8Q for Thames River Chemical Corp., a chemical distribution and soap manufacturing facility located in the City of Burlington, Regional Municipality of Halton. The emission sources from the manufacturing and associated processes that discharge to the air include raw material receiving, organic compound dispensing, transfer and shipping, natural gas fired combustion equipment, fume hoods, chemical storage, and carbon filters. The amendment includes the addition of exhaust vents and mixers, and the increase of the production limit to 2,400 tonnes/month. Emissions to the air from this facility include:

  • nitric acid,
  • methyl ethyl ketone,
  • methyl methacrylate,
  • ethyl alcohol,
  • ethyl acetate, and
  • styrene.

The Environmental Compliance Approval with Limited Operational Flexibility (Air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (Air). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
