Miller Paving Limited - Environmental Compliance Approval (air)

This proposal is to amend the Environmental Compliance Approval (Air & Noise) No. 1242-AMTSXM for Miller Paving Limited, for the operation of a mobile hot-mix asphalt (HMA) plant equipped with one (1) baghouse dust collector, one (1) rotary counter drum dryer/mixer (equipped with a combination fuel burner capable of burning No. 2 oil or natural gas), one (1) No. 2 oil-fuelled hot oil heater, two (2) asphalt cement storage tanks, one (1) HMA storage silo, one (1) diesel generator, one (1) auxiliary diesel generator, truck loading operations, and receiving and processing operations.

This application is to allow for operation across all of Ontario and to assess two fuel source scenarios for the drum dryer/mixer. The equipment will be used for the production of hot-mix asphalt throughout the Province of Ontario and can potentially operate 24 hours per day, seven days per week, and 52 weeks per year. Contaminant emissions to the atmosphere include:

• particulate matter,
• nitrogen oxides,
• benzo(a)pyrene,
• benzene,
• lead,
• arsenic, and
• noise
