This proposal is to amend Environmental Compliance Approval (waste disposal site) No. A030303 for the Petrolia Landfill, a 26.02 hectares closed landfill within a total site area of 41.23 hectares located at 4052 Oil Heritage Road South, Petrolia, Ontario.

This amendment is for evaluation of various methane measurement technologies (vehicle, drone, aircraft, satellite, tripods) to be conducted by St. Francis Xavier University. The experiment will last 2-3-weeks during which up to 15 tons of natural gas delivered by truck will be released via TSSA-approved pipeline to the middle of the landfill.

The maximal rate of release will approach 860 kilograms per hour and will be sustained for only up to 15 to 20 minutes. The natural gas will be odourized for onsite safety but even at maximal release rates, odours will not be detectable offsite. In addition, during the study a controlled release of acetylene gas from cylinders will be performed as part of the tracer correlation quantification method. The maximum rate of release will be 3.0 kilograms per hour of acetylene, with the total release over the period will be up 240 kilograms of acetylene.
