This proposal is for an Environmental Compliance Approval with Limited Operational Flexibility (air and noise) which replaces all the current Environmental Compliance Approvals for Air at this facility and includes the addition of new or historically unapproved sources for all emissions from R. W. Tomlinson Limited, operating a quarry and crushing plant, located in the City of Kawartha Lakes, Ontario.
The emission sources from the manufacturing and associated processes that discharge to the air include:
- crushing and screening equipment
- extraction activities such as drilling, blasting, loading, stockpiling, and aggregate processing
- mixing hot-mix asphalt
- conducting load-out procedures
- managing related activities such as handling raw materials and stockpiling aggregates
This application is to reflect changes to operations and equipment including the addition of a hot-mix asphalt plant equipped with one baghouse.
Emissions to the air from this facility include:
- benzene
- benzo(a)pyrene
- crystalline silica
- nickel
- nitrogen oxides
- particulate matter
- noise and more
The Environmental Compliance Approval with Limited Operational Flexibility (air and noise), when issued permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air and noise). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
