Cosmetica Laboratories Inc. - Environmental Compliance Approval (air)

This proposal is for an amendment to the Environmental Compliance Approval (air & noise) No. 3535-BVPSS2 with Limited Operational Flexibility for Cosmetica Laboratories Inc., a cosmetic and skin care manufacturing facility located at 1960 Eglinton Avenue East in the City of Toronto, Ontario.

The emission sources from the manufacturing and associated processes that discharge to the air include:

• 5 dust collectors,
• two natural gas fired boilers,
• one natural gas fired oven,
• two laboratory fume hoods,
• one cooling tower, and
• truck exhausts for shipping and receiving processes

The amendment includes the installation of a new dust collector, the installation of a new high velocity central vacuum system, and the removal of the hand sanitizer manufacturing processes, equipment, and facility production limit of 75,000 kilograms of hand sanitizer per week.

Emissions to the air from this facility include:

• nitrogen oxides
• isododecane
• ethanol (ethyl alcohol)
• particulate matter
• isopropanol (isopropyl alcohol)

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
