Why consultation isn't required
This notice is to let the public know that the Resource Productivity and Recovery Authority's (RPRA) 2023 Annual Report is now available on its website.
Public consultation is not needed under the Environmental Bill of Rights, 1993 (EBR) because no decision is being made. Also, RPRA is a non-Crown, not-for-profit corporation and not prescribed under the EBR.
According to section 6.1 (h) of the Operating Agreement between the Minister of the Environment, Conservation and Parks and RPRA, the Minister must post RPRA's Annual Report on the Environmental Registry of Ontario for public information.

2023 Annual Report:
The Resource Productivity and Recovery Authority (RPRA) released its 2023 Annual Report, providing a summary of its:
- oversight activities
- audited financial statements
RPRA is a non-Crown and not-for-profit corporation established under the Resource Recovery and Circular Economy Act, 2016 (RRCEA).
Under the RRCEA, RPRA provides oversight and is responsible for:
- developing and operating a registry for producers responsible for materials under the RRCEA
- undertaking compliance actions to enforce the requirements set out in the RRCEA and associated regulations
RPRA is also responsible for oversight, compliance and enforcement of existing waste diversion programs and their transition to producer responsibility pursuant to Section 14 of the Waste Diversion Transition Act, 2016 (WDTA).
The RRCEA includes governance, accountability and transparency measures to help ensure that RPRA operates effectively and assists government oversight. A key accountability measure is a requirement that RPRA develops an annual report detailing its activities under the RRCEA and the WDTA from the previous fiscal year and provides its audited financial statements.
RPRA is required to:
- develop its annual report in accordance with section 44 of the RRCEA, section 6 of the WDTA and the Operating Agreement between the Minister and RPRA
- provide a copy of the annual report to the Minister and to make the report available to the public on RPRA's website by June 1st of each year
