Love this. These easements seem to have been applied quite broadly and there seems to be little to no precedent for getting out of them. While we should protect natural phenomena, it should not be a huge burden to remove easements to broadly applied.

Seems like it is a good idea to not require the minister’s approval for a site-specific change as long there is a process to ensure the values are still protected. Perhaps there could be a trigger that would bump it up in exceptional cases or if there is a mechanism for an appeal.
