Decision details
A decision was made on September 11, 2025 to approve, with 79 modifications, the Perth County Official Plan adopted pursuant to sections 17 and 26 of the Planning Act by By-law 4003-2024.
The adopted Official Plan was reviewed for consistency with provincial policies and regard for matters of provincial interest set out in the Planning Act.
79 modifications to the Official Plan were made to address provincial legislative and policy direction related to housing supply, land use compatibility, agricultural land uses and lot creation, natural features and areas, non-agricultural uses, mineral aggregate resources and operations, cultural heritage resources, stormwater management, utilities, definitions, the Planning Act, and the Clean Water Act, 2006, and schedule mapping, as well as requested changes from the County of Perth.
The Perth County Official Plan replaces the current County Official Plan and those of its Lower-Tier municipalities to ensure consistent provincial and local land use policy implementation across the County. The new Official Plan sets out a vision and comprehensive strategy for the County to address current local priorities and align with provincial land use direction. Settlement area boundary expansions accommodate the anticipated urban land needs of the County.
If approved, the new Official Plan would apply across the County.
Effects of consultation
8 comments were received from the public and stakeholders through the ERO. No modifications were made as a result of these comments as they were inconsistent with provincial policy.

Proposal details
On October 17, 2024, the County of Perth adopted its new Official Plan by By-law 4003-2024. The ministry is seeking feedback on the council adopted Official Plan and will review all comments before recommendations are provided to the Minister of Municipal Affairs and Housing for a decision in accordance with Sections 17 and 26 of the Planning Act.
The new Official Plan proposes to replace the current County Official Plan and those of its Lower-Tier municipalities to ensure consistent provincial and local land use policy implementation across the County. The new Official Plan sets out a vision and comprehensive strategy for the County to address current local priorities and align with provincial land use direction. Settlement area boundary expansions are proposed to accommodate the anticipated urban land needs of the County.
If approved, the new Official Plan would apply across the County.
