Bulletin summary

The Ministry of Mines is proposing to issue a mining rights only Exploratory Licence of Occupation to Agnico Eagle Mines Limited for a former gold mine(Toburn Property). Project planning is being carried out in accordance with the Class Environmental Assessment for Activities of the Ministry of Northern Development and Mines under the Mining Act.

Why consultation isn't required

The issuance of an Exploratory Licence of Occupation under section 176(3) of the Mining Act is a discretionary tenure decision which requires approval of the Lieutenant Governor in Council. This proposed Category B project is being carried out in accordance with the Class Environmental Assessment for the Activities of the Ministry of Northern Development and Mines under the Mining Act. Consultation will be completed in accordance with requirements of the Class Environmental Assessment.

Proposal details:

The purpose of the proposed Exploratory Licence of Occupation (ELO) is to allow Agnico Eagle Mines Limited to conduct exploration activities on lands that are not open for mining claim registration. The proposed ELO is for a former gold mine known as the Toburn Property which consists of ten patented mining claims, six are located in Lebel Township while the other four are located in Teck Township, within the municipality of the Town of Kirkland Lake. The proposed exploration activities may include diamond drilling, tailings sampling and metallurgy, limited overburden stripping for mapping purposes, and investigation of historical mine hazards located within the Toburn Property. Some of these activities will require an Exploration Permit from the Ministry of Mines prior to commencement.
