This proposal is for a multi-media Environmental Compliance Approval (waste disposal site, air & noise, and industrial sewage) for Waste Management of Canada Corporation, for a new recycling facility at an already approved waste disposal site, located at 2332 County Road 41 in Roblin, Ontario.
Waste Disposal Site
Waste Management of Canada Corporation (WMCC) proposes to develop, own and operate a new recycling facility at the existing on-site solid, non-hazardous waste transfer station operating under ECA A710153. The transfer station and recycling facility are a 9.8 hectares area within a total site area of 20.4 hectares. The existing transfer station will continue to receive solid, non-hazardous wastes for the service area of Ontario. The new recycling facility will receive solid, non-hazardous recyclables (primarily blue box recyclables), including various plastics, metals, and paper/fibres and separates/sorts them into “like” (similar type) products. Waste in the transfer station will be bulked and shipped to approved final disposal sites.
Material in the recycling facility will be sorted, and products bulked or baled and shipped to secondary processing facilities or to end markets. WMCC is proposing to receive up to 120 tonnes per day of waste for the existing transfer station and 630 tonnes per day of Single Source Recyclable (SSR) materials. For storage, it is proposed the total amount of unprocessed, processed, and residual waste stored on-site shall not exceed 1,000 tonnes at any time. The recycling facility will have an Ontario service area and the hours of operation will be 7:00 a.m. to 7:00 p.m. five days per week, with a night shift for maintenance work.
Air & Noise
Sources of air and noise emissions include the dust collector and maintenance welding. Contaminants emissions to the atmosphere include suspended particulate matter.
Industrial Sewage
The proposed sewage works include a stormwater management pond (SWMP) and bioswale, to be installed to collect stormwater runoff from approximately 8.6 hectares drainage area, and to provide water quality and quantity control as per regulatory requirements. The SWMP is also sized to provide water for fire suppression. The Site ultimately discharges to a tributary of Mud Creek.
