A decision was made on September 2, 2025 to approve, with 2 modifications, Official Plan Amendment 123 to the County of Wellington Official Plan adopted pursuant to section 17 and 26 of the Planning Act by By-law 5890-24. Notice of this Decision was issued on September 2, 2025 to the County of Wellington.

The adopted Official Plan Amendment was reviewed for consistency and conformity with provincial policies and plans and regard for matters of provincial interest set out in the Planning Act.

2 modifications to the Official Plan Amendment have been made to address matters related to Special Policy Area flood hazards and a request from the Township of Mapleton to facilitate industrial development.

The Official Plan Amendment implements recommendations of the county's Land Needs Assessment and growth management work to ensure suitable lands are available to meet anticipated needs to the year 2051 and beyond. The Official Plan Amendment also redesignates lands to address urban land needs, implement employment area conversion requests in Fergus and Mount Forest, make housing policy updates, and add new employment area policies, among other matters.

Proposal details

On October 31, 2024, the County of Wellington adopted Official Plan Amendment 123 by By-law 5890-24. The ministry is seeking feedback on the council adopted Official Plan Amendment 123 and will review all comments before recommendations are provided to the Minister of Municipal Affairs and Housing for a decision in accordance with Section 17 and 26 of the Planning Act.

The Official Plan Amendment proposes to further implement recommendations of the county's Land Needs Assessment and growth management work to ensure suitable lands are available to meet anticipated needs the year 2051 and beyond. The Amendment would also redesignate lands to address urban land needs, implement employment area conversion requests in Fergus and Mount Forest, make housing policy updates, and add new employment area policies, among other matters.

If approved, the Official Plan Amendment would apply across the county.
