Bulletin summary

The director has amended Environmental Compliance Approval (air & noise) No. 6254-9LVQ3V for Imperial Oil Limited to temporarily operate thermal oxidizers to mitigate benzene emissions during facility improvement activities. 

Why consultation isn't required

The director has determined these amendments are not considered to be environmentally significant. Therefore, under the Environmental Bill of Rights consultation is not required where the director feels that the potential effects of the amendment on the environment is insignificant. 

The director is using this Bulletin to inform the public.

Bulletin details

The director has made two amendments to Environmental Compliance Approval (air & noise) No. 6254-9LVQ3V for Imperial Oil Limited, a petroleum refining and petrochemical manufacturing facility located in the City of Sarnia, Ontario.

Amendment 1 (see attached) amends the approval for the temporary operation of two thermal oxidizers to mitigate benzene emissions during:

  1. the commissioning of TK-4030 for benzene service, and
  2. the installation of a continuous emission monitoring system (CEMS) on the Sarnia Polyethylene Plant (SPEP) Flare.

The amendment allowed for the two (2) thermal oxidizers to be operated until December 31, 2024.

Amendment 2 (see attached) amends the approval for the temporary operation of two thermal oxidizers to mitigate benzene emissions during:

  1. the degassing of storage tanks TK-4028 and TK-4029, and
  2. the floating of storage tank roofs for tanks TK-4028 and TK-4029.

The work is being completed to reduce benzene emissions and comply with federal regulations. 

The amendment allows for the two thermal oxidizers to be operated until December 31, 2025.

Neither amendment is expected to have a significant impact on the emissions of contaminants from the thermal oxidizers, including benzene.

Contaminant emissions to the atmosphere from the thermal oxidizers include:

  • benzene
  • carbon monoxide
  • nitrogen oxides

The facility is registered under the Petroleum Refining - Industry Standard (registration number 105-17-393-rv0 dated July 28, 2017) for Benzene and Benzo(a)pyrene emissions and the Petrochemical - Industry Standard (registration number 103-17-393-rv0 dated July 28, 2017) for Benzene emissions.
