The proposed changes to the EMCPA are as expected. It's the regulations that will have more impact on municipalities, and I am hoping we will see those soon. I am more concerned with Schedule 2 and the proposed amendments to the Ministry of Community and Social Services Act.

Emergency Management Ontario (EMO) is to be commended for all the work undertaken to develop the proposed amendments. Overall, the fine line to balance clarity and overtly prescriptive language that could encumber future evolution of emergency management appears to have been achieved.

Municipalities will have greater accountability and increased expectations, including conforming to the new PEMSAP and addressing specifically identified hazards. This can be difficult for small municipalities where usually the Clerk or CAO (lots of times the same person) are also the CEMC.
