Proposal details

This proposal is to renew the Limited Operational Flexibility for an Environmental Compliance Approval (air) No. 4326-BB4L7A for AV Terrace Bay Inc., a producer of bleached kraft pulp from a blend of softwoods and hardwoods located at 21 Mill Road, Terrace Bay, Ontario.

The emission sources from the manufacturing and associated processes that discharge to the air include scrubbers; washers; tanks; mill digesters; wood and chip handling and combustion equipment. The amendment includes the addition of a boiler. Emissions to the air from this facility include

  • sulphur dioxide
  • particulate matter
  • nitrogen oxides
  • chloroform
  • total dioxins and furans
  • nickel
  • manganese; and
  • chromium - hexavalent

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air). The Limited Operational Flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
