Proposal summary

The Ministry of Municipal Affairs and Housing received a request to make a Minister’s Zoning Order pursuant to clause 47(1)(a) of the Planning Act in the Town of Innisfil. The Ministry is seeking input on whether this request should be considered and any additional information that may help inform the Minister’s decision-making.

Why consultation isn't required

Part II of the Environmental Bill of Rights Act, 1993 does not apply to proposals to make a Minister’s Zoning Order (MZO) under subsection 47(1) of the Planning Act, or to amend or revoke an MZO under subsection 47(8) of the Planning Act.

Although not required, the ministry is providing public notice of this request for consultation.

Proposal details

The Ministry of Municipal Affairs and Housing is consulting on a request for a Minister’s Zoning Order. A Minister’s Zoning Order, made pursuant to clause 47(1)(a) of the Planning Act, regulates the use of land and the erection, location and use of any building or structure on the land.

The Minister is considering a request for a Minister’s Zoning Order to facilitate a mixed-use development at 1698 and 1702 Innisfil Beach Road in the Town of Innisfil. The proposal includes a seniors continuing care community consisting of a 256-bed long-term care home; a range of housing options (life lease, charity care, retirement home); affordable housing; commercial amenities; personal support worker training facility; seniors community centre; and a seniors technology research and incubation space.

The subject lands are approximately 50 hectares in total, with approximately 30 hectares being proposed for development.  The subject lands are located outside of the settlement area boundary and currently designated an agricultural area.

If made, the requested Minister’s Zoning Order would also permit a broad range of land uses under the municipality’s Mixed Use 1 (MU1) zone category in Zoning By-law 080-013.  The specific details of this development proposal have not been finalized by the proponent.

The Ministry is unable to assess whether the site can be serviced in the near term.

The Ministry received a letter from the Minister of Long-Term Care on April 16, 2025, indicating that it was supportive of the request for a Minister’s Zoning Order to accelerate the creation of a new long-term care home on the subject lands.

To help ensure decisions are made in a transparent manner and support government priorities, the Ministry is seeking feedback on whether this request should be considered and is seeking additional information from the public and other stakeholders that may help inform a decision.
