This proposal is for a new Environmental Compliance Approval (industrial sewage works) for the installation of a new water management system aimed at collecting and reusing surface water and process water serving the St. Mary Cement Building Material (CBM) Windsor facility, located at 3510 Russell Street, Windsor, Ontario.

The primary goal is to reduce the facility’s reliance on potable water by maximizing the reuse of water collected on-site. The facility currently collects surface water and excess process water through a system of settling basins and a collection swale, which directs the water to a large-capacity storage tank known as the "Lake Tank". This tank is designed to store water for reuse in the facility’s ready-mix concrete process.

The facility does not have a permit to discharge wastewater into the Detroit River, and the applicant’s goal is to avoid discharge by reusing as much water as possible; and this application seeks approval for the proposed water treatment system and the eventual discharge if required. The treatment system will help ensure that water is properly managed, with a focus on reuse and minimizing environmental impact, while also allowing for safe discharge under controlled conditions in the event of a large storm.
