Liquid Fuels Handling Code (LFHC) Requirements that Would Not be Met:

2.3.1.4. Despite Clause 2.3.1.3, where a single-wall, steel, underground product piping

system fails the Cathodic Protection test, the owner or operator shall conduct a leak

test on the piping in accordance with Section 7 within 30 days; and within 12

months of the Cathodic Protection test failure, the owner or operator shall remove

all underground single-wall steel piping systems associated with the same tank

nest.

 

Why the Code Would Not be Met

WELLESLEY SERVICE CENTRE LTD wants to sell the gas station without replacing the piping as the tanks are old and would need to be replaced at the same time however, they have no desire to invest and operate this gas station.

 

Safety Assessment

WELLESLEY SERVICE CENTRE LTD offered the following safety methods:

  • Precision leak test was conducted and passed on March 6, 2023
  • All tanks and diesel piping passed cathodic protection test on April 28, 2023
  • Precision leak test was conducted and passed on March 28, 2024.
  • Cathodic protection on failed piping has been upgraded and passed test on April 30, 2024.
  • They are willing to do another precision test leak and another cathodic protection test.

 

 

TSSA assesses that there is likely to be no environmental impact should this variance be granted.
