Decision details
A decision was made on December 19, 2025 to approve, with 72 modifications, the Town of Milton Official Plan Amendment 92, as adopted pursuant to sections 17 and 26 of the Planning Act by By-law 039-2025. Notice of the Decision was issued on December 22, 2025.
The adopted Official Plan Amendment 92 was reviewed for consistency and conformity with provincial plans and policies and have regard for matters of provincial interest as outlined in the Planning Act.
The seventy-two (72) modifications to the Official Plan Amendment have been made to address provincial policy direction related to Indigenous engagement, agricultural system, environmental and natural heritage protections, housing and infrastructure in the Greenbelt, mineral and petroleum resources management, and other technical and administrative updates.
The approved Town of Milton Official Plan Amendment 92 brings the Milton Official Plan into conformity with provincial plans, responds to the local growth forecast and clarifies how the Town will work with Halton Region through development application and land use planning processes on matters of Regional interest. The new policies and updated policies will provide direction to guide growth for the Town to 2051.
Pursuant to subsections 17(36.5) and (38.1) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding an official plan amendment adopted in accordance with section 26 is final and not subject to appeal. Accordingly, the Town of Milton Official Plan Amendment 92, as modified and approved by the Minister, came into effect on December 20, 2025.
The Town is updating their Official Plan in phases. Further updates to the Milton Official Plan may be subject to approval by the Ministry of Municipal Affairs and Housing.
Effects of consultation
Public comments received by the Ministry were predominantly requests for corrections to mapping and schedule inconsistencies, clarification of policy hierarchy, updates to reflect recent urban expansions and Secondary Plans, revisions to density targets and development phasing timelines, and alignment of natural heritage and deferred lands mapping with provincial and regional data.
All submissions the Ministry received were reviewed and considered prior to a decision being made.

In March 2025, the Ministry received for a decision the Town of Milton’s proposed Official Plan Amendment (OPA) 92 (By-law 039-2025) which was adopted by the Town’s municipal council on March 17, 2025.
The Ministry will review the matter for consistency and conformity with applicable provincial land use policies and will consider all feedback received before presenting any potential modifications to the Minister of Municipal Affairs and Housing for a decision in accordance with sections 17 and 26 of the Planning Act.
OPA No. 92 seeks to update Milton's Official Plan by introducing new policies and schedules, and revise existing ones, to guide the town's growth until 2051. The proposed amendment aims to ensure that Milton’s Official Plan is consistent and conforms to provincial plans and policies. Specific proposed changes to policies and schedules are proposed to address local growth forecasts and ensure that Milton's development aligns with broader regional and provincial objectives.
If approved, Official Plan Amendment No. 92 would apply to all lands within the Town of Milton.
