Decision details

An approval is granted for the use and operation of a waste disposal site (waste transfer) located at 543 Witt Road in Pembroke, Ontario.

The approved facility operations includes temporary storage of construction & demolition waste, domestic waste and asbestos waste prior to transfer to end market or disposal.

The maximum storage capacity is:

  • scrap metals and white goods (ferrous and non-ferrous scrap metal): 960 tonnes
  • construction and demolition waste (C&D): 300 tonnes
  • wood waste: 45 tonnes
  • non-hazardous domestic waste: 2 tonnes
  • used tires: 1,000 tire units
  • asbestos waste: two tonnes
  • refrigerant appliance: 30 units
  • propane tanks: 30 units

Hours of operation are Monday to Friday 8:00 a.m. to 4:00 p.m. and Saturday 9:00 a.m to 2:00 p.m.

The approved service area is the Eastern Ontario.

Vehicles salvage operations are not permitted.

Effects of consultation

In response to ERO posting, there was no comment received.

In response to Neighbor Notification, there was one response received (Robert Herault, 601 Witt Road, Laurentian Valley 613- 732-7022) at wasteproposalcomments@ontario.ca, a summary of which and our response is provided below:

Comment: They applied for a permit to store hazardous waste, asbestos, etc. on their site.

Response: the company intends to temporary store asbestos waste in hauling truck for two days without any processing and without unloading before transferring to a licensed disposal site.

Comment: The respondent lives a couple hundred meters away from my home. What assurances do I have from the Ministry of Environment that there will be no contamination to my property and water?

Response: The company will be accepting metals, construction and demolition waste, tire waste, wood waste. A surface water monitoring program is included in the approval for monitoring surface water impact. With the proposed site operations and local geologic conditions, we do not expect potential groundwater quality impact.

Comment: Property value decrease because of these operations.

Response: This is beyond scope of the engineering evaluation.

Comment: Quality of life has been drastically diminished by the operations on that property and the proponent demands a response from the Ministry of Environment stating that the company will be responsible for any further contamination of my property and also not impact my safety and health and quality of life. Can you fully assure me that there will be no leakage or spills? How is this monitored? Who does inspections? How often?

Response: The approval includes conditions to safeguard the environment as well as reporting mechanism to report any spills, emergency, regular site inspection and annual monitoring to the ministry to ensure the site operations are not causing impact to the environment and human health.

Comment: Is there anyone who will work with me to rezone my two acre lot back to a sellable building lot without costing a ridiculous amount of money? The process explained to me by the township is a hardship that I cannot afford and is unnecessary. I want some direct help from someone in this office.

Response: This is deemed irrelevant to the approval process.

Proposal details

This proposal is for a new ECA (waste disposal site) for the use and operation of a waste transfer site with a total site area of 39.5 hectares, located at 543 Witt Road in Pembroke, Ontario.

The site has been in operation since the 1980's as a scrap yard and since it was purchased in 2021, they have removed and/or processed the used vehicles on site and operated a scrap metal and tire recycling transfer facility.

The proposal is to also include the temporary storage of construction & demolition waste, domestic waste and asbestos waste prior to transfer to end market or disposal.

The maximum storage capacity of the facility is 900 tonnes of ferrous material and 60 tonnes of non-ferrous material per day. Hours of operation are Monday to Friday 8:00 a.m. to 4:00 p.m, and Saturday 9:00 a.m to 2:00 p.m.
