This proposal is for an amendment to Environmental Compliance Approval (air & noise) No. 7410-6VTQL4 for Ethier Sand and Gravel Limited to include noise operational flexibility conditions related to the operation of portable equipment used for the crushing and screening of aggregate within the Northern Region district boundary of the Ministry of the Environment, Conservation and Parks for a one-year period.

The proposed operational flexibility conditions, if granted, will provide modified noise setback distances to allow the company to operate the portable equipment in more locations where specific operating requirements are met, such as:

  • where a nearby receptor (e.g., dwelling) is unoccupied for the duration of the activity
  • the nearby receptor (e.g., dwelling) is entirely shielded from the portable equipment
  • where site-specific measurements and/or modelling demonstrate that ministry noise limits will still be met despite decreased setback distances
