Agnico Eagle Mines Limited - Environmental Compliance Approval (air)

This proposal is for an amendment to the Limited Operational Flexibility for an Environmental Compliance Approval (air) No. 0865-BUY7L7 for Agnico Eagle Mines Limited, a gold mining and processing facility located in the Town of Cochrane, Ontario.

The emission sources from the manufacturing and associated processes that discharge to the air include drilling, blasting, milling, transferring and hauling ore and mine rock, open pit gold mining operations, ore processing, gold refining, crushing operations, waste oil heaters, diesel emergency generators, diesel emergency fire pumps, scrubbers, and baghouse dust collectors.

The amendment includes expanding the consolidated open pit; re-adding a concrete batch plant; relocating a repair welding facility; and adding a north open pit, underground mining, mine rock stockpiles, airstrip, water treatment facilities, assay lab, and landfill. Emissions to the air from this facility include:

• aluminum
• carbon monoxide
• potassium
• nickel
• nitrogen oxides
• suspended particulate

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air). The Limited Operational Flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
