Proposal details

This proposal is for a new Environmental Compliance Approval (ECA) (waste disposal site) for the use and operation of a waste disposal site with a total site area of 19.26 hectares. This proposal would establish a Class 1 Soil Management site, as defined by Ontario Regulation 406/19, located at Concession 7 Part Lot 11 RP 12R7368, Part 2 on North Sideroad, Amherstburg, Ontario (the “site”). The site does not possess a municipal address at the time of this proposal.

The site will be used for the transfer and processing of non-hazardous excess soil, including excess soil that is liquid, up to 3,600 tonnes per day. The total amount of excess soil at the site will not exceed 132,000 tonnes at any time. The amount of residual waste transferred from the site for final disposal shall not exceed 1,000 tonnes per day or 365,000 tonnes per year.

Excess soil imported to the site will be generated from agricultural, parkland, institutional, industrial, commercial, and community property uses provided that a visual and olfactory inspection of the excess soil determines that there are no indications the soil has been affected by the discharge of a contaminant. The source of liquid soil is primarily as a by-product of the horizontal directional drilling (HDD) and hydro-excavation vacuum truck (hydrovac) industries.

Processes to be used at the site include passive dewatering, soil turning, and soil sorting. Liquid soil will be dewatered on a designated concrete pad until it can be managed as dry soil. Dry soil will be stored in bunkers or stockpiles while soil sampling and analysis is completed. Soil will be directed for beneficial reuse based on the results of laboratory chemical analysis. Isolated water from liquid soil will be repurposed for dust control.

The waste disposal site is to serve the Province of Ontario. The hours of operation are from 6:00 am to 7:00 pm, Monday to Friday and Saturday 7:00 am to 5:00 pm, 312 operating days a year. The site will accept waste generated through emergency activities (including emergency repair work) 24 hours per day, seven days per week.
