Decision details
A decision was made on March 16, 2026, to approve the new Official Plan for the Municipality of Temagami, adopted by municipal council on Feb 13, 2025, by By-Law No. 2025-1794 with forty-nine (49) modifications. Notice of this decision was issued to the Municipality on March 16, 2026.
The adopted official plan was reviewed for conformity with the Growth Plan for Northern Ontario, 2011, consistency with the Provincial Planning Statement, 2024, and regard for matters of provincial interest as outlined in Section 2 of the Planning Act.
Forty-nine (49) modifications to the Official Plan have been made to reflect Planning Act provisions regarding parkland dedication, site plan control, pre-consultation, additional residential units, and zoning and variance approvals; to address provincial policy direction on settlement area expansion, affordable housing, infrastructure planning, and land use compatibility; to strengthen protections for natural heritage, water quality, and species at risk; to update policies for cultural heritage and archaeology; to clarify Crown land and mine hazard policies; and to correct mapping and technical references.
The new official plan, as approved, outlines a comprehensive framework of new and revised policies addressing such matters as environmental protection, climate change, economic development, housing and the protection of water resources and natural heritage.
Pursuant to subsections 17(36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, the new Official Plan of the Municipality of Temagami, as approved by the minister, comes into effect on March 17, 2026.
Effects of consultation
No comments were received on the Official Plan Amendment in response to the Environmental Registry Proposal.

Original proposal
Proposal details
On May 30, 2025, the Ministry of Municipal Affairs and Housing received a complete application from the Municipality of Temagami for approval of a new official plan, adopted by By-law NO.25-1794 on February 13, 2025.
The new official plan will replace the existing plan, which came into effect in 2013. The new plan will guide growth and physical (land use) change across the planning area, while incorporating provincial objectives and community-driven priorities.
The proposed official plan will be reviewed for consistency with the Provincial Planning Statement, the Growth Plan for Northern Ontario, and matters of provincial interest as expressed in the Planning Act.
This includes the protection of ecological systems, conservation and management of natural resources, supply of affordable housing, provision of employment opportunities and protection of economic well-being, efficient land use, conservation of energy and water, waste management, climate change mitigation and adaptation, among other interests. The proposed official plan is a result of the Municipality of Temagami’s review of the official plan currently in effect, as required under section 26 of the Planning Act.
The official plan is now before the Minister of Municipal Affairs and Housing for a decision in accordance with sections 17 and 26 of the Planning Act. As set out in subsections 17(36.5) and (38.1) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding an official plan adopted in accordance with section 26 is final and not subject to appeal.
