Proposal details

This proposal is for an amendment to existing Environmental Compliance Approval (waste disposal site) number A100318 for a Waste Disposal Site (transfer/processing) with a total area of 1.78 hectares located at 112 Adams Boulevard, Brantford, Ontario. This site is owned and will be operated by GFL Environmental Services Inc., with headquarters located at 100 New Park Place #500, Vaughan, Ontario, L4K 0H9.

The function of the site is to receive, process and/or consolidate liquid industrial waste, hazardous waste, solid non-hazardous waste and Municipal Hazardous and Special Waste (MHSW) all generated within Ontario, Quebec, Manitoba, Newfoundland, New Brunswick, Nova Scotia, Prince Edward Island, and the United States. The site may accept, transfer, and process waste 24 hours a day, 365 days a year.

GFL is requesting the following additions/changes:

  • service area of North America
  • virgin product storage (containerized and in tanks) and operation of a commercial service for the re-packaging of flammable and combustible products (such as gun wash, solvents, and others) including solvent dispensing and distillation
  • addition of a 200 square meters building comprised of concrete reinforced containment walls, and concrete reinforced slab, for the installation of three mixing and solidification pads with containment curbs, having a maximum storage capacity of 150 tonnes, interchangeably designed (cleaned between changes from hazardous to non-hazardous and vice versa) for storage and processing of either non-hazardous or hazardous semi-solids, sludges and solids, with solidification materials (such as kiln dust, wood chips, steel making ladle slag, magnesium/calcium, phosphate mixtures, Portland cement, ferrous sulfate mixtures, sodium sulfide, sodium/potassium silicate, car shredder fluff and other absorbents) before final disposal at MECP approved disposal facilities
  • shredder(s) adjacent to the mixing/solidification pad area to reduce the size and complexity of non-hazardous solids, sludges and liquids to be processed in the mixing/solidification pads
  • addition of up to three doubled walled storage tanks in the Wastewater Treatment Innovation Center building, with a maximum capacity of 6,000 litres each, for the consolidation and processing of inorganic and organic oxidizer waste
  • updates to the current approved wastewater treatment equipment (evaporators, strippers, centrifuge, and others) to treat (pH adjustment, coagulation, precipitation of metals, flocculation, filtration/screening, gravity separation/settling, demulsification) onsite captured dike/secondary containment stormwater for sanitary sewer discharge (sanitary sewer discharge permit/agreement will be obtained prior to any discharge)
  • implementation of similar and more efficient equipment (due to changes in technology over time), associated with all equipment/apparatuses for the current operation, by updating the Design and Operations Report and notifying the local MECP District Office prior to the proposed changes being implemented
