Bulletin summary

Ontario has started the process of creating a management plan to guide the long-term protection and management of Monarch Point Conservation Reserve. We have prepared a background information document that summarizes information we have collected so far about the conservation reserve.

Why consultation isn't required

At this stage of management planning for Monarch Point Conservation Reserve, there are no consultation requirements under the Environmental Bill of Rights because no policies are being proposed yet.

Ontario’s Protected Areas Planning Manual requires that the background information document be made available for review through the Environmental Registry of Ontario. This provides an opportunity for Indigenous communities, stakeholders and the public to get involved early in the planning process.

No decisions are being made at this time.

Monarch Point Conservation Reserve

Monarch Point Conservation Reserve is a 1,607-hectare protected area that lies along Lake Ontario on the southern shore of Prince Edward County. The conservation reserve is in southern Ontario, approximately 175 kilometres east of Toronto and 55 kilometres southwest of Kingston. It was established on June 16, 2023 as the province's first new conservation reserve in over 10 years.

Monarch Point Conservation Reserve is located within the treaty area of the Crawford’s Purchases, 1783.

This conservation reserve was created to provide opportunities for the community to enjoy the area’s natural beauty, including hiking, hunting and birdwatching, while strengthening the long-term protection of biodiversity.

Monarch Point Conservation Reserve Background Information Document

We have been gathering information that will be used to support developing a management plan for Monarch Point Conservation Reserve. We have prepared a background information document that summarizes what we currently know about the conservation reserve.

The background information document summarizes information about:

  • the conservation reserve boundary
  • Indigenous communities, treaty areas, and traditional areas
  • natural heritage, cultural heritage, and land use values
  • land uses taking place within the conservation reserve
  • potential or known pressures that may affect conservation reserve values

The background information document also identifies primary information sources and highlights some key management topics to consider in planning for the conservation reserve.

Opportunity to provide feedback

You are invited to review the background information document and share any feedback, such as new details that we haven’t included. The background information document is available for review and comment from March 19, 2026 to May 3, 2026.

You can provide input by completing the Monarch Point Conservation Reserve Background Information Comment Card.

New information that is shared with us will help us develop a preliminary management plan for the conservation reserve. Once completed, the final management plan will guide protection and management of the conservation reserve over a 20-year time horizon.

There will be a future opportunity for members of the public to provide feedback once a preliminary management plan is prepared for the conservation reserve. The preliminary management plan will present proposed policies for the conservation reserve.

The last stage of management planning will be the release of the final management plan. This will take place after we consider the comments we receive on the preliminary management plan.
