This application is for an amendment to existing Industrial Sewage ECA No. 5400-7DSSHU (May 1, 2008) that permits the stormwater management facility and leachate collection and disposal facility to service the Stoney Creek Regional Facility [currently identified as the Newalta Stoney Creek Landfill in ECA No. 5400-7DSSHU (formerly known as Taro East Landfill)] located at 65 Green Mountain Road West in the City of Hamilton.

The ECA permits the stormwater management facility to service a total of 34 hectares drainage area of Phase1 of Newalta Stoney Creek Landfill designed to provide quantity and quality control of stormwater runoff from storm events with up to 1:100 year return frequency. The ECA permits operation of a leachate impacted groundwater and stormwater collection system, including a leachate collection pond and leachate equalization lagoon.

This Amendment application includes a name change and a new Leachate Treatment System (LTS) to replace the existing treatment system. The primary purpose and function of the LTS is to remove odour from the leachate collected through the leachate collection system prior to discharge to the sanitary sewer network, while adhering to requirements of the City of Hamilton Sewer By-Law No. 14-090 and City-issued Sewer Discharge Permits.

This application includes an updated proposed Stormwater Management (SWM) Plan to achieve the required water quality and quantity controls for the continued operation of the Site.

The site receives a maximum of 8,000 tonnes per day, for the disposal of solid, non-hazardous commercial, institutional, and industrial waste including petroleum contaminated soils. The maximum volume of waste and cover material, excluding final cover, which may be disposed of at the Stoney Creek Regional Facility is 10,180,000 cubic metres and will serve the Province of Ontario. The facility accepts waste Monday through Friday between the hours of 7:00 a.m. and 5:00 p.m. and is closed weekends and statutory holidays.
