Proposal details

This proposal is for an amendment of Environmental Compliance Approval (ECA) No.  A680301 for GFL Environmental Services Inc. for the operation of an ex-situ biological treatment facility for non-hazardous petroleum hydrocarbon and volatile organic compound impacted soils.

The 3.3-hectares site is located in the Brock Industrial Area just south and adjacent to Highway 401 in a heavy commercial and industrialized area with direct rail access through a Canadian National spur line. The facility area designated as a “General Employment Area” by the Pickering Official Plan. The property is screened from the adjacent rail and highway corridor by a berm with the following approximate dimensions: 400 metres long, 4-5 metres wide and 3-5 metres high.

The site currently receives petroleum hydrocarbon and road salt impacted soils, which are bioremediated on-site. The site is currently permitted to receive an annual tonnage of 405,600 tonnes of excess soil (based on an average receiving rate of 1,300 tonnes per day, 6 days per week) and a daily limit of 5,000 tonnes.

The proposed amendment seeks to update the following:

  • add excess soil impacted with semi-volatile organic compounds (SVOCs) to list of waste that may be accepted on site
  • increase annual amount of excess soil that can be received at the site
  • add temporary storage and offsite transfer of non-biodegradable excess soil (impacted with metals and/or chlorinated solvents) to list of authorized processes at the site

The service area for the facility will waste generated within the geographical boundaries of Canada and the United States of America.

Waste receipt/storage and waste processing hours are 6 a.m. to 11 p.m., Monday through Friday and 6 a.m. to 6 p.m. on Saturdays.
