This proposal is to amend the Environmental Compliance Approval (air & noise) No. 1187-BQY5M4 for Blair Asphalt Products Ltd. for the operation of a hot-mix asphalt plant, located in the St. Albert, Ontario.

This application is to update the facility's production rates and to reflect the changes to the facility's equipment and operations. The sources at the facility include processes and equipment associated with the hot-mix asphalt plant, including a batch dryer, hot-mix asphalt batch mix tower, a baghouse, and the crushing operations at the adjacent St. Albert Quarry, including crushing and screening. 

Contaminant emissions to the atmosphere include:

  • particulate matter
  • respirable crystalline silica
  • benzo(a)pyrene
  • benzene
  • nitrogen oxides
  • arsenic
  • lead
  • nickel, and
  • sulfur dioxide
